The regeneration project for the Ex Arsenale in Pavia transforms a large decommissioned military site into a new civic hub that reconnects the city with the river. The masterplan combines the adaptive reuse of existing buildings with new sustainable architectures and the reopening of the Navigliaccio canal, which becomes the ecological and symbolic spine of the district. A green corridor links Parco del Ticino to emerging urban developments, while a central pedestrian and cycling system promotes soft mobility and full accessibility. Public spaces, courtyards, and plazas strengthen collective life, while the new archive buildings—designed in laminated timber with a Kalwall envelope—establish a contemporary, flexible, and context‑sensitive architectural language. The result is an open, sustainable, and future‑oriented civic campus, conceived as a new point of reference for both the city and its wider territory.
